Jen Horton

People Operations Manager

Jen brings more than 15 years of human resources experience, helping growing organizations build strong teams, develop leaders, and create workplaces where people and businesses thrive. Before joining Woodhull, she spent five years in a senior human resources leadership role at another growing Maine-based company, helping guide the organization’s people strategy during a period of substantial growth.

Jen holds a Bachelor’s in Business Management from Husson University and a Master’s in Human Resource Management from Colorado State University. She also holds both PHR and SHRM-CP certifications. Her background in both business and human resources gives her a practical approach to People Operations that balances employee experience with the needs of the business.

At Woodhull, Jen partners with leaders to develop and implement people strategies that support employees and the company. Her work includes talent development, performance management, compensation, benefits, employee relations, and workplace technology. She also collaborates with the Partners on leadership development and organizational initiatives, helping turn strategic priorities into practical systems that support employees, equip leaders, and strengthen the organization.

Outside of work, Jen enjoys exploring Maine’s rugged coastline and scenic trails, with the Cutler Coast among her favorite destinations. She loves Maine’s quiet landscapes, fresh ocean air, and slower pace of life. Her favorite days are spent hiking with her husband, discovering locally owned restaurants, and ending with a scoop of homemade ice cream.
